NA Regular Three-Day Sittings Begin

The activity of September 27 NA regular three-day sittings began by the approval of the agenda. Then the MPs passed by voting the bills debated during the previous three-day sittings “On RA Criminal Procedure Code”, “On Making Amendments to the RA Judiciary Code,” “On Allotting Privileges to the marzes of Lori and Shirak within the Framework of the Complex Programme of Recovering the Disaster Zone,” “On Making Amendment and Addenda to the RA law ‘On Regulation of the Securities Market,” “On Making Amendment to the RA law “On Ombudsman,” “On Making Amendment to the RA Law ‘On Land Duty,’ and ratified the agreement “On Cooperation in the Sphere of the Control of the Activity of the Credit Organizations of the RA and  RF central banks.


The NA deputies debated the Government-submitted bill “On Payments System and Organizations,” and concerning that proposed amendments to a number of bills, which presented RA CB Chairman Tigran Sargsyan.


Gagik Melikyan submitted the endorsement of the relevant Standing Committee on Financial-Credit, Budgetary and Economic Affairs on the bill. 


According to Tigran Sargsyan, the adoption of the bill “Currency Regulation and Currency Control” is stipulated by the necessity of the execution of foreign exchange policy, providing stability of RA national currency market and foreign exchange, clarification of the authorities of the state bodies in the sphere of regulation and control of the foreign exchange, the definition of order and conditions of functions implemented by RA currency and foreign exchange. 


The bill “On Post Communication,” and preceding from it the necessary amendments to the laws “On License” and “On State Duty” were debated, which presented Andranik Manukyan, Minister of RA Transport and Communication. The bill “On Post Communication” defines the legal bases of the activities in the sphere of post communication in the region of RA, the authorities of state government bodies directed to the regulation of the activity of the post communication, the rights and obligations of natural and legal persons taking part in post communication activity or enjoying post services. The process of licensing in the sphere of post communication will equally regulate the servicing activity of universal services in the territory of RA, will promote the protection of consumers’ rights, settlement of market relations, improvement of high quality services.

Armen Alaverdyan, Deputy Head of the State Tax Service adjunct to the Government, presented the bills “On Making Amendment to the law ‘On the Use of Cash Registers” and  ‘On Taxes.’”

Presenting the endorsement of the relevant NA Standing Committee on Financial- Credit, Budgetary and Economic Affairs, Hermine Naghdalyan characterized the bill in detail with reference to mechanisms of the control of tax obligations of economic entities and providing equal legal field for them.

According to Artak Arakelyan, who represents the viewpoint of the faction “Rule of Law,” equal conditions should assume equal opportunities.

As the Speaker of National Assembly Artur Bagdasaryan assessed, though the question of adopting the law has matured, however it is necessary to go in the clever, stage-by-stage way, instead of revolutionary way. It is possible to make speeches about equality, but the question of equality of those who have privileges and the poor is not solved. It’s better to think of impenetrable customs roads, and about the importers’ shadow activity instead of searching apparent decisions by means of installing in small stalls of cash registers. Nobody denies the necessity of installing the cash registers but the time has not come yet and their use in the stalls providing the owners with daily bread however is premature. Therefore, the deadline of installing the cash registers should be postponed. At fairs it is necessary to install cash registers, but it’s necessary to specify, what fair it is and what commodity circulation it has. The Speaker of the National Assembly believes that the amount of fines for vulnerable layers should be reduced, differentiated and specified by zones.

In his final speech Armen Alaverdyan assured that all raised questions and comments before the second reading will be discussed jointly and will find effective solutions.

The deputies of the National Assembly also debated the bills submitted in the third reading “On Collection”, “On Making Amendments to the RA Law “On Licensing,” the bills submitted in the second reading “On Making Amendment to the RA law ‘On Licensing,” “On Making Amendment on State Duty” and  “On Energy Savings and Power Recovery”.

The debate of the bill “On Community Service” will be continued at September 28 sitting.
